No building permit shall be issued by any governing official for the construction of any structure or improvement to land or any lot within a subdivision that has been approved for platting until all requirements of these Subdivision Regulations have been fully complied with, unless an agreement is entered into whereby the builder or owner and the Village waive or postpone such requirements.
