A fee as set forth in Section 1262.09 shall be paid by the subdivider or owner to the Village Clerk at the time of submission of the preliminary plan for subdivision of twenty acres or less. No plan shall be forwarded to the Plan Commission for review without a receipt from the Village Clerk being exhibited showing full payment of the fee. Payment of the fee is in no way contingent on whether the plan of subdivision submitted is approved or disapproved.
