1240.04 DEFINITIONS.
   As used in these Subdivision Regulations:
   (1)   Block. "Block" means a tract of land bounded by streets or by permanent open areas such as public parks, cemeteries, railroad rights of way or waterways.
   (2)   Collector or Secondary Street. "Collector street" or "secondary street" means a street within a subdivision which has wider right-of-way and roadway widths and which is a prime entrance or circulating street. Its primary function is to distribute and collect traffic to and from minor streets.
   (3)   Comprehensive Plan. "Comprehensive Plan" means the composite of the functional and geographic elements of the Comprehensive Plan of the Village and its environs or any segment thereof, in the form of plans, maps, charts, reports and implementing ordinances.
   (4)   Cul-De-Sac. "Cul-de-sac" means a minor street with a single outlet, which street is permanently terminated by a vehicle turn-around.
   (5)   Easement. "Easement" means land that is set aside and over or under which a specific liberty, privilege or advantage in such land, without profit, is dedicated. It is distinct from ownership of the land and it may be granted to the public, to a particular person or to a combination of both.
   (6)   Final Plat. "Final plat" means a map or plan of a subdivision and any accompanying material as described in these Regulations.
   (7)   Frontage Road. "Frontage road" means a minor road which is parallel to and either adjacent to or within the right of way of a thoroughfare.
   (8)   Half Street. "Half street" means a street of less than the total required width along one or more boundary lines of a subdivision.
   (9)   Land Improvement. "Land improvement" means any sanitary sewerage system, storm sewer system, water supply and distribution system, roadway, side strip, sidewalk, pedestrian way, no-access strip, off-street parking area, lot grading or other improvement which the Village may require under these Regulations.
   (10)   Lot, Double Frontage. "Double frontage lot" means a lot which has a pair of opposite lot lines along two substantially parallel streets.
   (11)   Minor Street. "Minor street" means a street of limited continuity. Its primary purpose is to serve abutting properties.
   (12)   Owner or Subdivider. "Owner" or "subdivider" means any person, firm, association, partnership, private corporation, public or quasipublic corporation, or a combination of any of them, or other legal entity having sufficient proprietary interest in the land sought to be subdivided or divided to commence and maintain proceedings under these Regulations.
   (13)   Pedestrian Way. "Pedestrian way" means a right of way across or within a block designated for pedestrian use.
   (14)   Plan Commission. "Plan Commission" means the Village Plan Commission.
   (15)   Preliminary Plan. "Preliminary plan" means a map depicting a tentative land plan as described in these Regulations.
   (16)   Right of Way. "Right of way" means the entire land dedicated for the specified purpose.
   (17)   Roadway. "Roadway" means that portion of the street right of way designated for vehicular use.
   (18)   Sidewalk. "Sidewalk" means that portion of the street designated for pedestrian use.
   (19)   Side Strip. "Side strip" means the unpaved strip of land within a street right of way which is parallel to the roadway.
   (20)   Street. "Street" means a right of way which affords passage through the subdivision and/or a primary means of access by pedestrians and vehicles to abutting properties. It may be designated, among others, as a street, avenue, highway, road or boulevard.
   (21)   Street Width. "Street width" means the shortest distance between the boundary lines of its right of way.
   (22)   Subdivision. "Subdivision" means:
      A.   A described tract of land which is to be or has been divided into two or more parcels of land;
      B.   Any division of land which creates a lot for transfer of ownership and/or building development where a new street is involved; or
      C.   The dedication of streets, ways or other areas for the use of the public.
   The division of land for the purpose of transfer of ownership to adjoining property owners, which does not create an additional lot or lots, shall not be deemed to be a subdivision. The term "subdivision" includes "resubdivision" and, where it Is appropriate to the context, relates to the process of subdividing or to the land subdivided.
   (23)   Subdivision Design Standards. "Subdivision design standards" means the basic land planning principles established as guides for the preparation of preliminary plans.
   (24)   Thoroughfare. "Thoroughfare" means a street with a high degree of continuity and serving as an arterial trafficway between the various districts of the Village and its environs.
