All charges and fees for water service, sanitary sewer service and on-site private sewage disposal systems are billed by the Village as part of one billing statement. If a payment is received relative to any account which is less than the full amount of the outstanding bill, the payment received shall be applied to pay the various portions of said outstanding bill in the following order:
(a) Late payment penalty fees;
(b) Garbage collection fees;
(c) Sanitary sewer service charges and fees;
(d) On-site private sewage disposal charges and fees;
(e) Water service charges and fees.
