No person shall tamper with any plastic bag containing any garbage, refuse or trash. No person shall tamper with any bundle or box of material placed for collection pursuant to this chapter. No person shall interfere with or tamper with any receptacle placed for collection pursuant to this chapter. No owner of any dog shall permit such dog to damage or open any plastic sack or garbage can or any bundle of papers or tree limbs or shrubs anywhere in the Village. It shall be the responsibility of the dog owner to control the action of his or her dog.
