1046.39 RESPONSIBILITY OF CONSUMER FOR WATER REGISTERED BY METER.

The owner of premises supplied with water will be held responsible for all water registered by the meter for such premises, and no reduction shall be made or rebate allowed to any consumer on account of leakage or alleged leakage in any pipe, tank or other apparatus or device.
