No person shall make an alteration, change of location or addition of any kind to any water meter, water cock or service pipe, connected in any way with the Village supply to any building or premises, without first obtaining a written permit therefor from the Village. No electrical grounding shall be made to the water system. A ground rod must be used to prevent electrolysis to any part of the water system and to ensure safety.
