No person, whether an owner or occupant, in possession or control of any building, structure or premises into which water is supplied through the Village water system, shall be allowed, without permission from the Village, to supply water to other persons or families, or to supply water from such building or premises to any other building, structure or premises. If any person violates this section, the supply of water to the building, structure or premises shall be shut off and stopped forthwith, and the water shall not be turned on to such building, structure or premises from which it was cut off until there is paid to the Village such sum of money as the Mayor and Council deem properly due the Village.
