1046.05 CONDITIONS OF SERVICE.
   Every consumer of water provided by the Village shall take the same upon the following conditions:
   (a)   Right to Shut Off Water. The Village reserves to itself, through the Mayor and Council, the right to shut off the water supply of any consumer at any time, without preliminary notice. Consumers of water shall be subject, at all times, to this reservation and right.
   (b)   Right of Entry. The Commissioner of Public Works and Streets or his or her designated representative, every person authorized by him or her, meter readers and inspectors shall have ready access to the premises, place or building where water is furnished for the purposes of reading, examining, testing and repairing meters, examining and testing the consumption, use and flow of water and examining fixtures and pipes, at any time between 7:00 a.m. and 6:00 p.m. of any day. No person shall interfere with, prevent or obstruct the Commissioner of Public Works and Streets or his or her designated representative or other person in such work.
   (c)   Obstructions. No person shall, in any manner, obstruct or cause to be obstructed the free access of any duly authorized officer or employee of the Village to any stopcock, water meter, elevator dial, buffalo or shut-off box or connection with any water main or service pipe by means of any coal, lumber, brick or building material, or by any other means or device, or prevent free access thereto by such officer or employee whenever such officer or employee desires access thereto.
   (d)   Application for Service. Any person desiring to make any connection with the Village water system or plant, or to use water therefrom, shall first make application to the Village and agree that all water rates, assessments and rents, and all fines and penalties described in the application, will be paid.
