Nothing contained in this chapter shall prevent the Village from changing the provisions of this chapter. The Village shall have the authority, from time to time, to change, increase, decrease or improve the water system and plant, or any part thereof, to establish new or different rates, regulations or provisions concerning the use of the water of such system or plant and to amend, add to or repeal any of the provisions of this chapter.
