There is hereby adopted by reference the provisions set forth in the unabridged form of Articles I through XIII of the State of Illinois, Department of Public Health, publication 4.005, titled "Private Sewage Disposal Licensing Act and Code, " and any amendments or revisions thereof, three certified copies of which are on file in the office of the Village Clerk. The provisions of such Act and Code shall be applicable and controlling in the Village, in addition to the provisions of this chapter. In the event of a conflict between the two, the higher or more restrictive standard shall prevail.
