1042.01 DEFINITIONS.
   As used in this chapter:
   (a)   Authorized representative means the Commissioner of Public Health and Safety or his or her designated representative.
   (b)   Building Department means the Building Department of the Village or its authorized representative.
   (c)   Building Inspector means the person designated by the Commissioner of Public Health and Safety or his or her designated representative to administer the affairs of the Building Department.
   (d)   Domestic sewage means wastewater derived principally from dwellings, business or office buildings, institutions, food service establishments and similar facilities.
   (e)   Homeowner means a person who holds legal title to a residential structure which is to be used or is used for his or her personal single-family residence.
   (f)   Homeowner installed system means a private sewage disposal system installed by a homeowner for his or her personal single-family residence.
   (g)   Human waste means undigested food and byproducts of metabolism which are passed out of the human body.
   (h)   Permit means a written permit issued by the Building Department's authorized representative permitting the construction of an individual sewage disposal system under this chapter.
   (i)   Person means any individual, group of individuals, association, trust, partnership, corporation, person doing business under an assumed name, the State or any department thereof or any other entity.
   (j)   Population equivalent means an average waste loading, equivalent to that amount of waste produced by one person which is defined as 100 gallons per day or that amount of waste containing 0.17 pounds of biochemical oxygen demand.
   (k)   Private sewage disposal system means any sewage handling or treatment facility receiving domestic sewage from fewer than fifteen people or the population equivalent and having a ground surface discharge, or any sewage handling or treatment facility receiving domestic sewage and having no ground surface discharge.
   (1)   Private sewage disposal system contractor means any person engaged in the business of constructing, installing, maintaining, servicing or cleaning private sewage disposal systems or the hauling or disposal of wastes removed therefrom. "Private sewage disposal system contractor" includes any person who repairs or constructs a major segment of a private sewage disposal system.
   (m)   Private sewage disposal system contractor's license means an annual license issued by the Building Department to all private sewage disposal contractors engaged in the installation and/or servicing of private sewage disposal systems in the Village.
   (n)   Property owner means the person in whose name legal title to the real estate is recorded.
   (o)   Waste means either human waste or domestic sewage, or both.
