Within ninety days after written notice of the presence of an illegal connection is given to the property owner by the Commissioner of Public Works and Streets or his or her designated representative, the property owner shall disconnect all illegal connections observed and shall discontinue direct or indirect discharges of extraneous flows into the sanitary sewerage system.
