No person shall make a connection with the sewerage system without a signed permit therefor from the Commissioner of Public Works and Streets or his or her designated representative. Any connection or opening made with the sewerage system without such a signed permit or in any manner different from the mode prescribed for such opening or connection shall subject the maker to the penalty provided in Section 1040.99.
