(a) All culverts installed or replaced under the provisions of this chapter in relation to the construction of a new building or structure shall be installed or replaced after concrete foundations and footings have been poured, and no heavy equipment shall be driven over the permanent culvert after its installation or replacement.
(b) Where the culvert installation or replacement is in relation to the construction, reconstruction or resurfacing of a driveway, a heavy stone driveway base shall be installed immediately after the culvert installation or replacement, with said heavy stone driveway base being installed the full width of the driveway.
