864.11 EXCEPTIONS.
   This chapter shall not apply to:
   (a)   Officers or employees of the Village, of any school district or Municipal corporation partially or wholly located within the boundaries of the Village or of the County, State or Federal government, when such officers or employees are on official business; or
   (b)   Officers, employees and representatives of established religious, charitable, benevolent, philanthropic, patriotic, political or eleemosynary organizations, when such officers, employees or representatives are on official business; or
   (c)   Any person engaging in the door-to-door advocacy of a particular position or cause, with or without the distribution of pamphlets, handbills or literature relative to said position or cause, shall not be subject to the registration and licensing/permitting provisions of this Chapter unless said person is also engaging in the sale of goods or services, the taking of orders relative to the sale of goods or services or the solicitation of funds while engaging in the door-to-door advocacy of said position or cause.
