The Village Clerk, after consideration of the application and all information obtained relative thereto, shall request denial of the application if the applicant does not meet the requirements of this chapter or if the proposed distribution or soliciting would violate Village, State or Federal laws. Endorsement shall be made by the Chief of Police upon the application or the denial of the application. When the applicant is found to be fully qualified, the license shall be issued forthwith. Approval or denial must be made no later than fourteen days from the date of the application.
