As used in this chapter:
(a) Distributor means one who distributes unsolicited material to residences.
(b) Licensed distributor means a person who has obtained a valid license as provided in this chapter, which license is in the possession of the distributor on his or her person while engaged in the distribution of unsolicited material.
(c) Licensed solicitor means a person who has obtained a valid license as provided in this chapter which license is in the possession of the solicitor on his or her person while engaged in soliciting.
(d) Residence means a store, office, house, apartment or apartment building in the Village.
(e) Soliciting includes any of the following activities:
(1) Seeking to obtain orders for the purchase of goods, wares, merchandise, foodstuffs or services for consideration;
(2) Seeking to obtain prospective customers for application or purchase of insurance; and
(3) Seeking to obtain subscriptions to books, magazines, periodicals, newspapers or any other type of publication.
(f) Unsolicited material means a card, circular, handbill, sample of merchandise or any advertising matter.
