The licensee shall comply with the following rules and regulations which are applicable to the collection and disposal of garbage and refuse from all single-family residences and multifamily residential buildings:
(a) The scavenger, each week, shall collect and dispose of all refuse deposited at the parkway of a single-family residential unit or at a specific collection point provided for a multifamily residential building.
(b) When, in any week, a holiday (Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day or New Year's Day) occurs prior to or on the same day as the regular collection day, collection of refuse shall be made on the day following the regular collection day.
(c) The scavenger shall obtain a dumping site and shall pay all costs and expenses in connection with the dumping and disposal of refuse.
(d) The scavenger shall provide copies of such agreements as have been made for dumping sites.
(e) No refuse collected shall be dumped or otherwise disposed of at any place in the Village.
(f) The scavenger shall be responsible for collecting one item of discarded furniture, appliances or tree branches per week per residence without additional charge.
