858.04 LICENSE FEES.
   (a)   The annual fee for a tobacco dealer's license shall be seventy-five dollars ($75.00).
   (b)   A late fee of twenty-five dollars ($25.00) per month shall be charged to any vendor who fails to complete renewal by May 1 of each year.
