No license or permit shall be issued for the conduct of any business in the Village if the premises and buildings to be used for such purpose do not fully comply with the requirements of the Village. Any license or permit issued through mistake, inadvertence, misrepresentation or other reason shall not constitute or be considered an authorization to commit such violation or justify the same.
