(a) Except as hereinafter provided, it shall be unlawful for any person, firm, copartnership or corporation to knowingly possess, offer for sale, expose for sale, sell at retail, or use or explode any fireworks.
(b) Notwithstanding subsection (a) above, any group of three or more adult individuals may apply to the Palos Fire Protection District for a permit to conduct a supervised public display of fireworks. Every such display shall be handled by a competent individual, as designated in the application for such a permit, and shall be of such a character and so located, discharged or fired, as not to be hazardous to property or endanger any person or persons. Application for permits shall be made in writing to the Palos Fire Protection District at least fifteen days in advance of the date of the fireworks display. A copy of the permit issued by the Palos Fire Protection District shall be filed with the Village Manager no less than seven days in advance of the date of the fireworks display. After such permit shall have been issued by the Palos Fire Protection District, sales, possession, use and distribution of fireworks for such display shall be lawful for that purpose only.
(c) Where a permit is issued under subsection (b) above, the permittee shall be required to post a bond in the sum of not less than one thousand dollars ($1,000.00) conditioned on compliance with the provisions of this chapter and any regulations adopted by the State Fire Marshal relative to fireworks displays.
(d) Possession of fireworks by any party holding a certificate of registration under Ill. R.S. Ch. 425, Act 30, Section 1 et seq., or by any employee or agent of such party or by any person transporting fireworks for such party, shall not be a violation of this chapter, provided such possession is within the scope of the business of the fireworks plant registered under said Act.
(e) The use of what are technically known as fireworks showers, or any mixture containing potassium chlorate and sulphur, in theaters or public halls is hereby prohibited.
(f) Nothing in this chapter shall be construed as prohibiting the manufacture, storage or use of signals or fuses necessary for the safe operation of railroads, trucks, aircraft, or other instrumentalities of transportation.
