(a) No person shall fire or discharge a gun, pistol or other firearm or lethal weapon in the Village, or discharge or fire a cannon or piece of artillery in any public way or public place in the Village, except with the express permission of Council.
(b) Subsection (a) hereof shall not apply to members of the Police Department, other peace officers engaged in the discharge of their official duties, a person summoned by any such officer to assist in making arrests or preserving the peace while such person so summoned is engaged in assisting such officer, or a person engaged in the necessary defense of human life under circumstances permitted by law.
