676.09 STORAGE OF INOPERATIVE OR JUNK VEHICLES ON RESIDENTIAL LOTS.
   (a)   As used in this section, "inoperative or junk vehicle" means a vehicle without a current valid State license and/or Village license and/or that is in a severely rusted, wrecked, destroyed, dismantled or partly dismantled condition. An inoperative or junk vehicle shall be classified as to its condition in one of the following two categories:
      (1)   "Restorable," meaning an inoperative or junk vehicle that is in a condition whereby repairs could be made to place it in operating condition without exceeding its market value when repaired. Such restorable vehicles shall be allowed on residential lots, provided that they are enclosed within legal garage structures.
      (2)   "Wreck," meaning an inoperative or junk vehicle that is economically unfeasible to restore to operating condition considering the repairs to be made, the age of the vehicle and the market value of the vehicle if it were restored. Such determination shall be made by the Chief of Police after review of all relevant factors. Any vehicle falling within this category shall not be allowed in a residential area.
   (b)   No person shall store an inoperative or junk vehicle on a residential lot within the Village, except as permitted in subsection (a) hereof.
