No person shall, by himself or herself, or through his or her agents or servants, distribute, cast, throw or place, or cause to be distributed, cast, thrown or placed, upon or along a street or public place, or within a dwelling or building, in the Village, any handbill, sample, merchandise or medicinal preparation, without first having received a permit therefor from the Village Clerk. At no time shall any handbill, sample, merchandise or medicinal preparation be distributed In a promiscuous manner.
