If the Mayor determines that a parade, demonstration, procession or open-air meeting, for which an application has been received, is not to be held for any unlawful purpose and will not in any manner tend to be a breach of the peace, and if he or she determines that such action will not unnecessarily interfere with the public use of the public ways of the Village or the peace and quiet of the inhabitants thereof, he or she shall issue the permit applied for to the person making application therefor.
