Prior to the issuance of a permit to conduct a parade, demonstration, procession or open-air meeting, the applicant therefor shall post a cash bond of five hundred dollars ($500.00) to indemnify the Village for any damage to Village property or from any liability incurred by the Village as a result of such parade, demonstration, procession or open-air meeting. Such bond may be waived for charitable, religious or other eleemosynary organizations.
