No person shall cause or permit any place where any animal or fowl is or may be kept to become unclean or unwholesome. No person shall cause or permit the excrement of any animal to accumulate, thereby causing noxious odors or unclean or unwholesome conditions. No person shall dump such animal waste on any neighboring property not owned by the owner or keeper of the animal.
