The Municipal Commuter Parking Lot Facility shall be open from one-half hour prior to the first train inbound to Chicago in the morning (4:54 a.m.) to one-half hour after the last train outbound from Chicago in the evening (12:55 a.m.) (hereinafter referred to as a "Parking Day" for purposes of this Chapter 482), with parking in the Municipal Commuter Parking Lot Facility being prohibited between 12:56 a.m. and 4:53 a.m. each day.
