Where it is determined that unique parking considerations directly affect residents in a specific area, the Police Department is hereby authorized, upon approval of Council, to place "Parking by Permit Only" signs in such areas. Residents in such areas shall be given parking permits permitting parking on streets in such areas for themselves and their guests. Vehicles displaying these permits shall not be ticketed.
