480.06 TOWING OF VEHICLES IN VIOLATION.
   (a)   Whenever a police officer finds a vehicle standing upon a street or highway in violation of any of the provisions of this chapter, or a vehicle which has been parked in a public street or other public place for twenty-four consecutive hours or longer, such officer is hereby authorized to move such vehicle, or require the driver or other person in charge of the vehicle to move the same, to a position off the paved or improved or main traveled part of such street or highway.
   (b)   Whenever a police officer finds it necessary to remove a vehicle, as provided for in subsection (a) hereof, and the owner or other person in charge of such vehicle cannot be readily located or refuses to remove the vehicle, the police officer is hereby authorized to have the vehicle removed to the nearest public garage, parking lot or other place of safety by an authorized towing service. Vehicles so towed shall be returned to the owner or operator thereof after payment of the expenses incurred by the Village in removing and storing such vehicles.
