470.04 TOWING; COSTS.
   (a)   When a motor vehicle or other vehicle is abandoned on a highway in the Municipality for ten hours or more, its removal by a towing service may be authorized by order of the Chief of Police.
   (b)   When an abandoned, unattended, wrecked, burned or partially dismantled motor vehicle or other vehicle is creating a traffic hazard because of its position in relation to the highway, or when its physical appearance is causing an impediment to traffic, its immediate removal from the highway by a towing service may be authorized by order of the Chief of Police.
   (c)   When a vehicle is removed from either public or private property by order of the Chief of Police, the owner of the vehicle shall be responsible for all towing costs. Vehicles removed from public or private property and stored by a commercial vehicle relocator or other towing service authorized by the Chief of Police in compliance with this chapter, or at the request of the vehicle owner or operator, shall be subject to a possessor lien for services pursuant to the Labor and Storage Lien (Small Amount) Act (770 ILCS 50/1, et seq.), as authorized by Section 4-203(g) of the Illinois Vehicle Code (625 ILCS 5/4-203(g)). In no event shall such lien be greater than the rate or rates established by the Illinois Commerce Commission pursuant to Section 18a-200(6) of the Illinois Vehicle Code (625 ILCS 5/18a-200(6)). No lien authorized by this section shall exceed two thousand dollars ($2,000) in its total amount, nor shall such lien be increased or altered to reflect any charge for services or materials rendered in addition to those authorized by this chapter and the Illinois Vehicle Code.
