(a) Upon the issuance of a motor vehicle license under this chapter, the Department of Accounts and Finances shall deliver to the applicant a sticker upon which shall appear the words "Palos Park" and a number identical with the number of such license and the license year for which such license is issued. The applicant shall affix such sticker to the lower right-hand corner of the windshield of the motor vehicle or, if there is no windshield, then in a conspicuous place upon the motor vehicle where it can be readily seen.
(b) No owner of a motor vehicle shall allow such motor vehicle, although duly licensed, to be used or parked upon the streets, avenues or alleys of the Village unless the sticker as referenced to in subsection (a) above is attached thereto.
