(a) No person shall stand in a roadway for the purpose of soliciting a ride from the driver of a vehicle.
(b) No person shall stand in a roadway for the purpose of soliciting employment or business from an occupant of a vehicle.
(c) No person shall stand in a roadway for the purpose of soliciting contributions from an occupant of a vehicle unless the person is a representative of a soliciting agency which is:
(1) Registered with the Attorney General as a charitable organization as provided by "An Act to Regulate Solicitation and Collection of Funds for Charitable Purposes, Providing for Violations Thereof, and Making an Appropriation Therefor, " approved July 26, 1963, as amended;
(2) Engaged in a Statewide fund-raising activity; and
(3) Liable for injuries to any person or property during the solicitation, which injuries are causally related to an act of ordinary negligence of the soliciting agent.
(d) Solicitation, where permitted, shall only be allowed at intersections where all traffic is required to come to a full stop or at intersections controlled by traffic signals.
(e) All persons engaged in the act of soliciting contributions shall be at least eighteen years of age and shall be wearing a high-visibility vest.
(f) Solicitation, where permitted, shall only be permitted during daylight hours, which, as used in this section, means between one-half hour after sunrise and one-half hour before sundown, as reported by the United States Weather Service.
