A final determination of vehicular regulation violation liability shall occur:
(a) Following the failure to pay the fine or penalty after an in-person or "Written Contest" hearing, and determination of vehicular regulation violation liability by the Hearing Officer.
(b) Following the denial of a petition to set aside a Determination of Liability.
(c) Where a person fails to appear at the second hearing to contest the alleged violation(s) on the date and at the time and place specified in the mailed notice, the Hearing Officer's determination of vehicular regulation violation liability shall become final:
(1) Upon denial of a timely petition to set aside that determination of vehicular regulation violation liability pursuant to Section 426.06; or
(2) Upon the expiration of the period for filing a petition to set aside that determination of vehicular regulation violation liability pursuant to Section 426.06 without a filing having been made.
