Where the registered owner or lessee of the cited vehicle seeks to contest the merits of the alleged violation, such person may contest the charges using the same available defenses as stated above. Rather than attend the administrative hearing, they may submit any and all documentary evidence to the Traffic Compliance Administrator in accordance with the provisions of Chapter 426. The Traffic Compliance Administrator shall forward all timely-submitted materials to the Hearing Officer for review and determination.
