289.14 CONFERENCE.
   (a)   When a conference is determined necessary, the Manager shall notify the complainant and respondent in writing by certified mail, return receipt requested, or by personal service, of the time, place, and date of the conference at least ten (10) days prior thereto, and both parties shall appear at the conference in person or by attorney; and
   (b)   When a conference is determined necessary, the Manager shall attempt by all accepted methods of conciliation and lawful persuasion to resolve the grievance delineated in the complaint; and
   (c)   If, within sixty (60) calendar days after a charge has been received by the Manager, the Manager determines that attempts at further conciliation will not be in furtherance of the objectives of this chapter and that information received during the conference supports a finding of an intent to violate this chapter, the Manager shall forward a complaint to the Commission. The Commission shall, within thirty (30) calendar days of referral, set a hearing date relative to the complaint; and
   (d)   If there is a conciliation agreement reached among the parties, or if there is a finding, based on the information received at the conference and/or information provided to the Manager prior to the conference, that there appeared to be no intent to violate this chapter, the Manager may take whatever action is necessary to further the objectives of this chapter.
