In making local improvements by special assessment, the Board of Local Improvements and Council shall follow the procedures set forth in Division 2 of Article 9 of Chapter 24 of the Illinois Revised Statutes, as amended prior to the adoption of this section (Ordinance 1975-10, passed July 28, 1975). Such statute is hereby adopted by the Village by reference, not less than three copies of which were on file in the office of the Clerk for fifteen days prior to the adoption of this section (Ordinance 1975-10, passed July 28, 1975). The Board and Council shall have all the powers and duties set forth in such statute.
