256.16 VACATIONS.
   (a)   All full-time employees of the Village shall be entitled to the following periods of paid vacation leave, subject to availability as determined by the appropriate department and in accordance with the written policy of such department, as follows:
      (1)   Upon completion of one complete and continuous year of service: seventy hours of paid leave (i.e. ten working days).
      (2)   Upon completion of five years of complete and continuous service: 105 hours of paid leave (i.e. fifteen working days).
      (3)   Upon completion of fifteen years of complete and continuous service: 140 hours paid vacation (i.e. twenty working days).
   (b)   Vacation time shall be credited to each full-time employee on January 1 immediately following the completion of the required number of years of service, and every January 1 thereafter.
   (c)   Permanent part-time administrative employees are entitled to twice their number of regularly scheduled work days per week as paid vacation.
   (d)   Those employees not working an entire year shall be given vacation time prorated as follows: civilian personnel shall be given seven hours (i.e. one day) for each thirty-six calendar-day period worked during the preceding partial year.
   (e)   Those employees submitting their vacation requests by February 15 of the scheduled year and thirty days before the effective date requested, will, if possible, be given approval by March 15. Where there is a conflict, approval will be based upon seniority. Once a vacation request is submitted and approved, it may be required to be taken as approved.
   (f)   Any vacation request submitted after February 15 must be submitted a minimum of thirty days before the effective date requested, or such request may not be approved. There is no requirement that such a request made after February 15 will be approved. Such requests shall be considered on a first received basis without consideration for seniority.
   (g)   All vacation time must be taken within one year of having been earned.
