(a) All books, papers, vouchers, warrants, entries, accounts and memoranda of officers and employees of the Village may be examined at any time by the Mayor. The Mayor and Council may, by resolution, call upon any officer to make a report in writing on any subject matter that Council designates in such resolution and within such time as the resolution may prescribe.
(b) Every officer or employee of the Village, upon the termination of his or her term of service for any cause whatsoever, shall deliver to his or her successor all property, books, records and effects which may be the property of the Village within five days after notice and request.
