No person shall be eligible to hold an elective or other Village office unless he or she is a qualified elector of the Village and has resided therein at least one year next preceding his or her election or appointment. However, these requirements shall not apply to the Chief of Police, the Engineer, the Attorney, the Health Officer or other officers who require technical training or knowledge.
