Council may make an appropriation for civil defense purposes in the manner provided by law, and may levy, for civil defense purposes only, a tax not to exceed five cents (50) per one hundred dollars ($100. 00) of the assessed value of all taxable property, in addition to all other taxes, as provided by The Illinois Civil Defense Act of 1951, as amended.
