(a) A police officer who is assigned as an investigator is directly responsible to the Commander of Investigations for the investigation of all offenses. Additionally, an investigator may take original complaints or reports of any nature and may investigate the same whenever it is indicated that such action will best serve the interests of justice. An investigator shall perform such other duties as may be required by the Chief of Police, the Commissioner of Public Health and Safety or the Mayor.
(b) The duties of an investigator include, but are not necessarily limited to, the following:
(1) Diligently and efficiently investigating all matters referred or assigned;
(2) Preparing and presenting the findings of all investigations to the Chief of Police, with copies of all internal investigations and serious felony reports to the Commissioner of Public Health and Safety and the Mayor. Matters shall be referred to other law enforcement agencies, the Prosecutor or the Court, as authorized by the Chief of Police, except that internal investigations shall be first reviewed by the Commissioner of Public Health and Safety and the Mayor.
(3) Interviewing, without unnecessary delay, the complainants, victims and witnesses in all cases assigned; and
(4) Maintaining the integrity of physical evidence collected at crime scenes.
