248.06 SERGEANTS.
   (a)   Subject to direction from the Chief of Police and/or a lieutenant, a sergeant in the Police Department has direct control over all subordinate members and employees of the Police Department. In addition to the general and individual responsibilities of all members of the Department, a sergeant is responsible for the following:
      (1)   The direction and control of individuals under his or her command to ensure the proper performance of duties and adherence to established rules and regulations, policies and procedures of the Department;
      (2)   The development and maintenance of loyalty and esprit de corps;
      (3)   The development and maintenance of discipline and morale;
      (4)   The promotion of harmony and cooperation within the Department and the initiation of proper action in cases of failure to perform a police duty;
      (5)   The organization and assignment of duties to ensure prompt performance of Department functions and those of the command. To this end, a sergeant shall immediately familiarize himself or herself with all police business transacted since his or her last tour of duty.
      (6)   The preparation of required correspondence and reports and maintenance of records relating to the activities of the command. Assurance that information is communicated up and down the chain of command is required. To this end, a sergeant, at the conclusion of his or her tour of duty, shall submit reports in writing as to the activities of the members.
   (b)   In addition to the general and individual responsibilities of all members of the Department, a sergeant is specifically responsible for the following:
      (1)   Closely supervising the activities of subordinates, making corrections where necessary and commending where appropriate;
      (2)   Providing on-the-job training, as needed, for efficient operation and coordination of effort;
      (3)   Exercising direct command in a manner that ensures the good order, conduct, discipline and efficiency of subordinates;
      (4)   Enforcement of Department rules and regulations, general and special orders and written and verbal orders and in general requiring compliance with Department policies and procedures;
      (5)   Inspection of activities, personnel and equipment under the supervision of the sergeant and initiation of suitable action in the event of a failure, error, violation, misconduct or neglect of duty by a subordinate. Failure of a sergeant to act in such situations shall be considered dereliction of duty and subject the sergeant to disciplinary action.
      (6)   Having a working knowledge of the duties and responsibilities of subordinates, observing contacts with the public and being available for assistance or instruction as may be required. A sergeant shall respond to calls of serious emergencies, crimes in progress, assaults and other calls unless he or she is actively engaged in a more serious police matter. A sergeant shall observe the conduct of assigned personnel and take remedial action and active charge where necessary to maintain the efficiency, effectiveness, discipline and integrity of the Department. To this end, all rules and regulations, policies, procedures and general and special orders, as well as verbal orders, applicable to the position, shall be respected.
