(a) The general management, administration, supervision and control of the Police Department is hereby vested in the Chief of Police, who shall be directly answerable to the Mayor, through the office of the Commissioner of Public Health and Safety, for the government, efficiency, effectiveness and general good conduct of the Department and its membership.
(b) The Mayor of the Village, with the advice and approval of Council, shall appoint a person as Chief. In addition to the Chief, the Department shall consist of such lieutenants, sergeants, patrol officers, investigators, secretary-clerks and other employees as may be appointed and approved by Council from time to time.

(c) All employees of the Police Department shall be required to successfully complete a twelve-month probationary period of employment. The twelve-month period shall be continuous and uninterrupted by an unapproved leave of absence from the Department. In the event of such an unapproved absence from the Department, the probationary period will begin anew upon the employee's return to employment. Any probationary employee of the Police Department shall remain a terminable-at-will employee of the Village until the successful completion of the prescribed period of probation. Approved leaves of absence or extended periods of illness shall extend the period of probation by a period equal to the period of the approved leave or the period of illness.
