The prime function of the Police Department and the reason for its existence is the enforcement of the laws of the State and the Village in conformity with the Constitution of the United States of America and the Constitution of the State. To this end, the Department shall:
(a) Preserve the public peace; prevent crime; detect and arrest offenders against the criminal laws and ordinances effective within the Village; suppress riots, mobs and insurrections; disperse unlawful or dangerous assemblages; protect the rights of all; and preserve order at all elections and assemblages;
(b) Administer and enforce laws and ordinances to regulate, direct, control and facilitate the movement of vehicular and pedestrian traffic and the use of streets by vehicles and persons, and adhere to rules and regulations which facilitate the lawful goals of the Department;
(c) Provide proper police response to calls for police service;
(d) Provide for the attendance of police officers, or civilian employees of the Department, in court as necessary for the prosecution and trial of persons charged with crimes and other violations of law, and cooperate fully with law enforcement and prosecuting authorities of the Federal, State, County and Municipal governments; and
(e) Attain and retain maximum efficiency and effectiveness by policies and procedures designed to protect and serve the Village and to satisfy the goals of the Department.
