(a) There is hereby created the office of Health Officer, who shall be appointed by Council and assigned to the Department of Public Health and Safety.
(b) The Health officer shall make all necessary inspections of buildings and premises used for selling, dispensing, distributing or storing of food or foodstuffs; inspect the food and its methods of preparation and distribution so as to protect the health of those who would receive or purchase the same; and perform all other functions as may be required by statute or ordinance for the protection of the public health.
(c) The Health Officer shall make such reports to the Commissioner of Public Health and Safety as may be required. The Health Officer shall make recommendations regarding the public health whenever he or she is requested to do so or whenever he or she deems it advisable or necessary.
