(a) Supervision of Department. The Commissioner of Streets and Public Improvements shall be in charge of the Department of Streets and Public Improvements and shall have supervision over and be responsible for the proper functioning of the Department as provided by statute. Officers and employees assigned to the Department shall be under the supervision of the Commissioner.
(b) Duties. The duties of the Commissioner include, but are not necessarily limited to, the following:
(1) Repairs and Construction. The Commissioner shall have charge and authority over the repair of all public streets, alleys and sidewalks of the Village and over the construction of all pavements, drains and other improvements therein. The Commissioner shall also have charge of the construction and maintenance of all public sewers and drains in the Village.
(2) Approval of Improvement Estimates. The Commissioner shall approve all estimates, which may be made from time to time as to the cost of public improvements, shall have charge and supervision over all construction work done for the Village and shall see that such work complies with specifications required by statute, ordinance or contract.
(3) Enforcement of Ordinances. The Commissioner shall enforce all ordinances relating to the care and use of streets, sidewalks and sewers, except traffic ordinances.
(4) Control of Motor Fuel Tax Moneys. All repairs, construction or reconstruction of streets and of all adjuncts and appurtenances thereto, which may be made in whole or in part
out of moneys allotted to the Village by the State as its share of the motor fuel tax, shall be under the control of the Commissioner.
(5) Maintenance of Streets; Yards and Garages. The Commissioner shall have charge of, supervision over and direction of the cleaning of streets, avenues, alleys and public places; the construction and repair of all street improvements, sidewalks, crosswalks, drains, ditches, gutters, culverts, crossing bridges, viaducts, subways and other improvements; and the repair thereof, except when such improvements or repairs are paid for by special assessments. The Commissioner shall have charge of, supervision over and direction of the lighting of all streets and the operation of the Village yards and garages.
(6) Recreation Department. The Commissioner shall be in charge of the Village's Recreation Department.
