(a) The Village Treasurer, the Village Clerk and their respective officers, employees, bookkeepers and accountants are hereby distributed and assigned to the Department of Accounts and Finances and shall be under the supervision and direction of the Commissioner of Accounts and Finances.
(b) Every officer or employee having the care or custody of funds of the Village shall, before taking up the duties of his or her office, give bond to the Village, according to law, with good and sufficient security and in such amount as Council, by ordinance or resolution, prescribes.
