The Village Manager shall be appointed by the Mayor and Village Council (hereinafter the "corporate authorities"). The Village Manager shall be appointed on the basis of his/her qualifications, without regard to political beliefs. The Village Manager shall be the direct representative of the corporate authorities in the transaction of all Village business and in all matters concerning the citizens of the Village, and shall have such specific duties as are assigned to him/her, from time to time, by the corporate authorities.
